This is a design for the town hall and seat of government for the new district of Baoan in the city of Shenzhen, located near Hong Kong in mainland China. The region is one of the Chinese government's 'special enterprise zones' and has recently experienced an economic boom, becoming one of the main high-tech centers in China.
The building sits at the focal point of the entire city, at the culmination of the main urban axis of boulevards and parks leading from the sea. The design expresses the civic pride of the region and the new ideals of openness and accountability of government. It is intended to provide a symbol of government for the region.
